How Affirm Streamlines Multi-State Bill Tracking with Plural

    The Challenge

Affirm’s Government Affairs team tracks legislation across high-priority states like California, New York, Florida, Texas, and Illinois, while also monitoring federal financial services activity. Before Plural, the process was manual and fragmented across spreadsheets, lobbyist emails, state legislative websites, and PDF markups in Google Docs.

Before using Plural, it was difficult to:

    1. Quickly identify relevant bills across multiple jurisdictions
    2. Keep legal, federal, and state stakeholders aligned in one place
    3. Maintain updated status, analysis, and ownership for each bill
    4. Produce internal reporting without spending hours formatting

As the volume of bills increased – especially around consumer finance and “Buy Now Pay Later” regulation – the team needed a way to centralize tracking and move faster.

    The Solution

Affirm adopted Plural as its central workspace for multi-state and federal bill tracking.

    Plural enabled the team to:

    1. Summarize new legislation instantly with AI-powered bill summaries
    2. Use Saved Searches and Alerts to surface bills earlier in the process
    3. Consolidate state and federal bill tracking into one shared workspace
    4. Tag bills by priority level, responsible owner, stage in analysis, and issue area
    5. Share clean, ready-to-read bill summaries and exports with Legal and lobbyist teams

With Plural, I’m not spending hours digging through legislative sites. It surfaces and summarizes what matters so I can stay focused on advocacy and stakeholder engagement.

As they scale, Affirm is now expanding usage to issue-specific workspaces (AI, privacy, product compliance) and preparing legal leadership to collaborate directly inside Plural.

    Impact

Plural has helped Affirm dramatically reduce manual effort and improve cross-team coordination.

    Time Saved

    • 20+ hours per month saved that was previously spent searching state sites and formatting bill reports

    Speed to Insight

    • 150+ bill versions summarized in seconds using AI Summarization
    • 200+ bills seamlessly tracked across states throughout the legislative cycle

    Improved Collaboration

    • Legal, Federal Affairs, State Affairs, and in-state lobbyists now reference a single source of truth
    • Custom tagging and workspace organization reduced reliance on spreadsheets

By streamlining bill discovery, analysis, and internal coordination, Plural enables Affirm to focus on strategy, not administrative work. The result: more time influencing policy and engaging stakeholders where it counts.

Plural has saved me time from going to legislative website to legislative website and allowed me to streamline my bill tracking reports and formatting to share internally.

  • How Vote Mama Lobby Empowers Moms By Using Plural for Tracking Policy

How Vote Mama Lobby Empowers Moms By Using Plural for Tracking Policy

Vote Mama Lobby is dedicated to transforming the political landscape for moms. Its team advocates to break the institutional barriers moms face in running for and serving in office, and gives voice to the solutions that allow everyday families to thrive.

The Challenge: Overcoming Barriers to Political Participation for Moms

Vote Mama Lobby is the only organization in the country advocating for Campaign Funds for Childcare in all 50 states. Before using Plural, the Vote Mama policy team had to search individual legislative websites to find and monitor relevant bills nationwide. Instead of a streamlined tracking system, they searched manually for daily updates, upcoming hearings, and how to submit testimony in individual states. Keeping track of everything across multiple legislative contexts was incredibly difficult and time-consuming

The Solution: Facilitating Advocacy and Legislative Success with Plural

To bolster its mission and enhance its effectiveness, Vote Mama Lobby needed a tool that worked with them, not against them. The team integrated Plural’s policy tracking, legislative intelligence, and stakeholder management software into its strategy.

Plural’s features have empowered Vote Mama Lobby with:

    • Real-Time Legislative Tracking: The ability to closely monitor new bill activity, scheduled hearings, and votes saved Vote Mama hours of staff time.
    • Intelligent Bill Discovery: With Plural’s boolean and AI-powered Global Bill Search, Vote Mama staff were able to discover relevant bills in states where they didn’t have a direct presence. In 2025, staff have already used Plural to find three key bills in jurisdictions where they weren’t expecting legislation.
    • Effective Policy Research: Plural’s robust legislative data supports Vote Mama’s comprehensive policy research and streamlines staff efforts to provide testimony and advocate for family-friendly legislation.

The services offered through Plural help our policy team stay organized throughout the year, juggle different legislative sessions at once, and help us maintain our engagement in multiple states. We have been able to streamline our advocacy efforts and increase our outreach with the support of Plural.

  • How Fair Fight reduced its time reviewing legislation by 75% with Plural

How Fair Fight reduced its time reviewing legislation by 75% with Plural

Charged with promoting fair elections in a pivotal election cycle, Fair Fight needed a software solution to match its drive for equity.

Photo by Element5 Digital on Unsplash

    The Background

Fair Fight was founded by former Georgia State Representative Stacey Abrams, who ran as the Democratic nominee for Governor of Georgia in 2018. After her narrow loss in the gubernatorial election, Abrams launched Fair Fight “to ensure every American has a voice in our election system.” Fair Fight brings awareness to voter suppression, encourages voter education and engagement, and advocates for voter protection programs and election reform at all levels.

    The Goal

Reduce the amount of time spent on reviewing legislation so that more time is invested in community engagement.

Mobilizing voter turnout requires a combination of policy management and deep grassroots engagement. Detangling complex legislation and policies for the average voter is critical for the movement and can mean the difference between inspiring a new generation of voters or voter apathy.

For advocacy organizations like Fair Fight, this work requires understanding the policy matters at stake, the positions of the stakeholders involved, and strategizing on a coordinated community engagement effort.

Better than ever before, technology can give advocacy organizations a leg up in understanding legislation and policy. Through a combination of rapid bill analysis, tracking and collaboration, policy professionals can ensure that they never miss a policy update. This means less time spent with keeping up with legislation and more time can be spent crafting messaging and engaging with stakeholders.

    Workflow Transformation with Plural

“To achieve structural change, grassroots engagement plays a critical role in policy formation. Working from the bottom up ensures consistency between the needs of the people and policy direction.”

    Andre Field, political director

Andre Fields, Fair Fight’s political director, was no stranger to grassroots political engagement. With over a decade of state and national political experience, he served as senior advisor to Stacy Abram’s gubernatorial run before joining Fair Fight. We spoke to him about how he’s been able to use Plural to directly address one of their biggest challenges.

    The Problem

The 2020 presidential election is top of mind for Fair Fight and its partners. The organization has assembled a team of organizers, advocates, lobbyists and policy experts to help ensure a fair count for all voters. Their mission is to neutralize any efforts to suppress votes.

In order to do so, however, it’s crucial that their group identify and review every piece of proposed legislation that could possibly inhibit voter turnout. Being able to track quickly changing legislation in real time is critical to gaining clarity about priorities and driving consensus around strategy.

Without a legislative tracking tool, it was a manual process to access legislation, monitor bill updates, save memos and notes, and keep other collaborators up to date. Such a workflow left Fair Fight and its partners at a significant disadvantage and risked their ability to execute on their mission. “I wanted to have a system that made us more efficient. Last year we spent a lot of time on extraneous processes leaving us with little time for community engagement.”

    The Results

After beginning to use Plural, Fair Fight’s team saw a 75% reduction in time spent reviewing legislation. Their team can now access a robust library of proposed legislation, focus on its key policy concerns, and collaborate on messaging to its communities. With the bill identification and review process powered by artificial intelligence (or what we like to call “legislative intelligence”), Fair Fight can now leverage their core strength of crafting informative and inspirational campaigns that inspire voter turnout.

Empowered with Plural’s legislative intelligence tools, Fair Fight has increased efficiency, reach, and cost savings. The result is reduced overhead and time sifting through millions of pages of legislation.

Looking forward, Plural is proud to help Fair Fight continue to achieve their mission critical work to maximize voter turnout and ensure integrity within our democratic process.

  • How Fredrikson & Byron pivoted to Plural to deliver with speed to its clients

How Fredrikson & Byron pivoted to Plural to deliver with speed to its clients

Saddled with legacy technology and faced with a myriad of new legislation, Fredrikson & Byron needed to radically change its workflow in order to deliver results for their high-demand clients.

“Plural’s workflow and collaboration features are critical to us staying ahead of bills and operating from a position of clarity.”

Cody Holliday, Public Policy Specialist & Registered Lobbyist

    The Background

With a history spanning 7 decades Fredrikson & Byron started from humble beginnings and gradually evolved into a multidisciplinary and world-renowned firm of over 100 professionals serving top brands such as Buffalo Wild Wings, Target, and Blue Dot.

    The Goal

Reduce the time it takes to discover bills and deliver actionable insight to clients.

For many firms, gaining insight around complex bills is a challenge— plus doing that across distributed teams can feel impossible. But for firms serving top tier clients, it’s a necessity if they want to deliver on the unique needs of their clients.

By leveraging artificial intelligence, it’s now possible to gain unprecedented insight into bills while never missing a new development through automated bill tracking— all while collaborating with remote teams. This means, greater clarity into bills, less time spent reviewing them, and more time on strategy and execution.

    Workflow Transformation with Plural

    The Problem

Fredrikson & Byron built an impressive portfolio of clients across 5 distinct issue areas. With a team of 10 managing the government relation practice, and an ever growing wave of legislation flooding their inboxes, Cody Holliday and his team were hard pressed to keep up with the fluid nature of the legislative process.

“Our workflow was critical to delivering to our clients. When a bill is introduced, our team reviews the bill, extracts the important elements and then translates it into actionable insight for our weekly reports. For us it was critical that we had a flexible and collaborative platform that helps us cover more ground.”

The legacy system the firm used lacked the speed and flexibility they needed to quickly find the legislative data they needed and the lack of customer support often left them stuck in the mud.

    The Results

After rigorous analysis of available tools and their requirements, Fredrikson & Byron chose Plural. Immediately after adopting Plural, Cody and his team were able to quickly navigate bills, see deeper into the nuances of the bills they were tracking, and extract what mattered most for their clients.

With the intuitive workflow and artificial intelligence-driven bill discovery, Fredrikson & Byron significantly reduced the time between bill discovery and client engagement. As a result, they were able to replace the time spent on flipping through countless pages of legislation and spend more time on what mattered most— strategy and execution on behalf of their clients.
